Delegation From Kargil Calls On Union Home Secretary, Chief Secretary Ladakh; Seeks Inclusion Of Urban Areas In ALC List

Leh, July 2: A high-level delegation from Kargil, led by Chairman/Chief Executive Councillor of LAHDC Kargil, Dr. Jaffer Akhone, and Member of Parliament (Ladakh), Haji Mohamad Haneefa Jan, today called on the Union Home Secretary, Govind Mohan in Leh.
The delegation also included Councillor Kargil Town, Haji Mohd Abass Adulpa; Councillor Baroo, Khadim Hussain Advocate; and Councillor Poyen, Mohd Amin.
During the meeting, the delegation submitted a memorandum requesting the inclusion of urban areas of Kargil—namely Kargil Town, Baroo, and Poyen—in the recently announced list of ALC (Actual Line of Control) areas. They apprised the Union Home Secretary that these urban regions lie within an aerial distance of 0–5 km from the border and are subjected to similar socio-economic and strategic challenges as other areas already covered under the ALC category.
The delegation further highlighted that during a meeting held last year, the Chairman of the Reservation Commission for ALC in UT Ladakh had assured that all such areas would be considered for inclusion due to their close proximity to the border. However, the exclusion of these urban regions in the final list has caused deep resentment among the local populace.
The Union Home Secretary gave a patient hearing to the concerns raised by the delegation and assured that the matter would be thoroughly examined in coordination with the relevant authorities.
Later in the day, the delegation also met Chief Secretary of UT Ladakh, Dr. Pawan Kotwal, and submitted a similar memorandum. The Chief Secretary also assured the delegation that the matter would be taken up with the concerned departments.
Additionally, the delegation submitted a memorandum at the office of the Lieutenant overnor of Ladakh, Dr. B. D. Mishra, reiterating the demand for inclusion of the left-out urban areas—Kargil Town, Baroo, and Poyen—in the ALC list.
