Police recover Rs 75 lakh in job scam, distribute amount among 17 victims

JAMMU, July 9: The Jammu and Kashmir Police (JKP) have successfully recovered Rs 75 lakh in a high-profile job scam and distributed the amount among 17 victims.
This is the first instance of property attachment under the newly introduced Bhartiya Nagarik Suraksha Sanhita (BNSS) in the Union Territory, marking a significant step towards a more victim-centric justice system.

Addressing media persons at DPL Jammu here, SSP Jammu, Joginder Singh said the case pertains to one Harpreet Singh, a resident of Pallanwala, who impersonated as a Lieutenant Colonel in the Army and duped several people of over Rs 2.39 cr by falsely promising Government jobs in departments like MES, MoD and DRDO.
He said the fraud came to light after a complaint was lodged by one Arun Sharma of Nagrota on November 6, 2024, leading to registration of FIR number 293/2024 under Sections 319(2), 318(4), 336(2), 336(3), 338, and 340(2) of the BNSS at Police Station Nagrota, Jammu, and arrest of the accused a day later on November 7.
During investigation, the SSP Jammu said, it was revealed that a duplex house built on 8 Marlas of land in Channi Beeja, Jammu, was purchased for Rs 2.22 cr through an agreement between accused’s mother Paramjeet Kour and one Kamaljeet Kour.
The police officer further said that Suriender Singh, a co-accused, and his wife (Kamaljeet Kour) had received Rs 1.93 cr from Harpreet Singh through online and cash transactions, which were identified as proceeds of the scam.
On January 18, he said, acting on a police plea, the Chief Judicial Magistrate Jammu posted an order under section 107(5) BNSS for attachment of the property, which was executed by Tehsildar Bahu.
The SSP Jammu said the court also issued a 14-day show cause notice to justify the source of the funds, failing which the property could be auctioned.
During court proceedings, he said, Kamaljeet Kour admitted to receiving Rs 1.53 cr from the accused and voluntarily agreed to refund the amount.
She committed to depositing Rs 50 lakh within a week and the remaining Rs 1.03 cr with in two months, he said.
“A disputed amount of Rs 40.5 lakh is subject to the trial,” the SSP Jammu said, adding that the court also maintained the attachment order and barred any third-party interest in the property until full recovery.
Meanwhile, the SSP Jammu has also been directed by the court to open a dedicated account for managing the recovered amount.
Following the legal process, the police officer said, an amount of Rs 75 lakh was recovered from the accused. The recovered amount was distributed among the victims through cheques today.
Pertinently, the case was investigated by Inspector Parvez Sajad, SHO Nagrota, supervised by DySP Vinod Kundal, SDPO Nagrota, SP Rural Brijesh Sharma, and SSP Jammu, Joginder Singh.
The legal and financial assistance was provided by Senior Prosecuting Officer Altaf Wahid and Accounts Officer Kamal Bhagat.
