HPU’s move to permit PhD programmes in affiliated colleges
In a significant move towards expanding research opportunities, Himachal Pradesh University (HPU) Vice-Chancellor Prof Mahavir Singh announced on Thursday that affiliated colleges with adequate infrastructure will soon be permitted to offer PhD programmes. He stated that a committee would be constituted shortly to inspect and assess the readiness of colleges that express interest in initiating doctoral research.
The announcement came during a meeting held with a delegation of the Himachal Government College Teachers’ Association, which called on the Vice-Chancellor to raise several long-pending concerns affecting college faculty. Among the key demands was the approval for affiliated colleges to run PhD programmes, a step the teachers believe will strengthen the academic environment and foster research culture at the grassroots level.
During the discussion, the delegation also drew attention to other pressing issues. They stressed the need for timely evaluation of examination papers, which has often been delayed, affecting students’ academic progression. They also urged the university to enhance the travel and daily allowances (TA/DA) for examiners who travel from distant colleges and called for an increase in the remuneration given to invigilators of the BEd entrance examination, citing that the current rates are insufficient and outdated.
Prof Singh assured the teachers that their concerns were valid and would be addressed at the earliest. He directed university officials to treat the matters as a priority and begin necessary actions without delay. Another topic that figured prominently in the conversation was the University Development Fund contributed by affiliated colleges. The Vice-Chancellor underscored the importance of timely submission of this fund, emphasising that it plays a critical role in improving the university’s infrastructure and student services.
The teachers also expressed disappointment over the recent increase in charges for accommodation at the HPU Faculty House. They pointed out that college teachers already contribute to the Teachers’ Welfare Fund (TWF) and should not be burdened with higher rates. Responding to this, Prof Singh reassured the delegation that the earlier concessional rates would continue and no hike would be imposed on faculty members availing these facilities.
Concluding the meeting, Prof Singh reiterated the university’s commitment to supporting the professional growth and welfare of college teachers. The meeting was attended by key university officials, including Controller of Examinations Prof Shyam Lal Kaushal, Registrar GC Negi, Finance Officer PC Jaiswal and Dr Surinder Thakur, vice-president of the Teachers’ Association, among others.
