Monsoon Session: Parliament adjourned amid uproar; Home Ministry notifies Dhankhar’s resignation

Both Lok Sabha and Rajya Sabha were adjourned for the day amid protests by opposition parties demanding discussions on key issues, including the revision of Bihar’s electoral rolls.

In Rajya Sabha, Deputy Chairman Harivansh presided over proceedings after Vice-President Jagdeep Dhankhar resigned on Monday evening citing health reasons. The House was informed of the resignation by the Home Ministry.

Despite the disruptions, Rajya Sabha managed to pass the Bills of Lading Bill, 2025, aimed at modernising shipping document laws. The Monsoon Session runs from July 21 to August 21, with a break from August 12 to 17.

Home Ministry notifies resignation of VP Dhankhar: Rajya Sabha informed

The Rajya Sabha on Tuesday was informed about the Ministry of Home Affairs' notification regarding the resignation of Vice President Jagdeep Dhankhar, with immediate effect. Soon after the House met for the Question Hour at 12 noon, Ghanshyam Tiwari, who was in the Chair, informed members about the notification. "The Ministry of Home Affairs, vide notification dated July 22, 2025, has conveyed the resignation of Vice President of India Jagdeep Dhankhar under Article 67 (A) of the Constitution with immediate effect," Tiwari announced. Vice President of India is ex-officio Chairman of the Rajya Sabha. Dhankhar had sent his resignation to President Droupadi Murmu on Monday evening.

Opposition MPs protest against Bihar SIR; vow to press for PM's presence in House

Opposition MPs, including Congress leader Rahul Gandhi and Samajwadi Party chief Akhilesh Yadav, on Tuesday staged a protest in Parliament House complex against the Election Commission's voter roll revision in Bihar. The opposition MPs gathered on the steps of Makar Dwar of Parliament and raised slogans against the Special Intensive Revision (SIR) of electoral rolls in Bihar, alleging that it amounts to stealing elections. They also held placards like 'SIR: Stealing Indian Rights' and 'SIR: Subverting Indian Republic'. MPs of several parties, including the Congress, SP, RJD, TMC, DMK, JMM, among others participated in the protest. Congress general secretary Priyanka Gandhi Vadra also took part in the protest. Earlier, a meeting of INDIA bloc leaders was held in the presence of Rajya Sabha Leader of Opposition Mallikarjun Kharge and Lok Sabha Leader of Opposition Rahul Gandhi. During the meeting, the opposition decided to press for Prime Minister Narendra Modi's presence in the House to answer questions on pressing issues, Congress general secretary organisation K C Venugopal said. Lok Sabha proceedings were disrupted for the second consecutive day on Tuesday due to noisy protests by opposition parties demanding a discussion on Operation Sindoor, leading to the House being adjourned till 12 noon. When the House met at 11 am, opposition MPs, including Congress, were on their feet, raising slogans and showing placards with their demand for discussion on Operation Sindoor, under which Indian armed forces carried out strikes on Pakistan following the Pahalgam terror attack. Agriculture Minister Shivraj Singh Chouhan appealed to the opposition members to go back to their seats so that the House can take up questions related to farmers during the designated time of Question Hour. "This day belongs to the farmers. Please allow the House to function so that we can discuss the issues related to poor, farmers and the village," he said. Speaker Om Birla intervened and told the opposition MPs that sloganeering and showing placards are not allowed inside the House. "You don't want the House to run. You don't want discussion on farmers issues. I can't allow sloganeering. You can't bring placards inside the House," he said. As the opposition members continued the protests, Birla adjourned the House till 12 noon. The House could not function on the first day of the Monsoon session on Monday due to repeated adjournments following opposition protests over the demand of discussion on Operation Sindoor. Under Operation Sindoor, armed forces attacked Pakistani terror sites and defence installations for three days beginning May 7 following the Pahalgam terror attack on April 22 in which 26 people were killed.

The morning proceedings of the Rajya Sabha were adjourned till 12 noon on Tuesday amid uproar by several Opposition members after the Chair rejected adjournment notices to take up discussion on their issues, including Special Intensive Revision exercise of the electoral rolls in Bihar. Soon after the listed papers were tabled, Deputy Chairman Harivansh rejected 12 different adjournment notices sent to the Chair under Rule 267. One of the members had also demanded discussion on resignation of Jagdeep Dhankhar from the post of Vice President of India. This lead to an uproar, with several members entering the Well of the House to protest against the rejection of their adjournment notices. The Deputy Chairman adjourned the proceedings till 12 noon. Harivansh was chairing the proceedings of the morning session, a day after Vice President Jagdeep Dhankhar resigned from his post citing medical reasons.

Vice President of India is ex-officio Chairman of the Rajya Sabha. Usually Dhankhar used to chair the proceedings at the beginning of the day. Dhankhar had sent his resignation to President Droupadi Murmu on Monday evening. "To prioritise health care and abide by medical advice, I hereby resign as Vice President of India, effective immediately, in accordance with Article 67(a) of the Constitution," he said in his letter to the President.
