Delhi cops form ‘Operation Cell’ to tackle Khalistani extremism

The Delhi Police Special Cell has set up a dedicated ‘Operation Cell’ within its elite unit to monitor and counter the growing menace of virtual radicalisation, particularly by Khalistani and gangster networks operating from abroad.

According to Deputy Commissioner of Police (Special Cell) Amit Kaushik, the cell has already begun operations and is delivering results. “The newly formed Operation Cell will maintain a close watch on terror activities being orchestrated online by Khalistan-affiliated outfits operating from countries like Pakistan, Canada and others,” he told The Tribune.

The cell has been tasked with tracking a range of digital footprints — monitoring social media handles, encrypted communications and suspicious online behaviour — linked to designated terrorist organisations.

These include Babbar Khalsa International, Khalistan Commando Force, Khalistan Zindabad Force and International Sikh Youth Federation, all of which are listed as terrorist groups under the First Schedule of the Unlawful Activities (Prevention) Act, as per the Ministry of Home Affairs.

An official associated with the cell added that beyond terror groups, the unit is also monitoring the activities of gangsters based abroad, who rely on encrypted platforms to extort money, recruit operatives, or issue instructions for targeted killings within India.

“These gangsters often use virtual tools to carry out extortion rackets, intimidate businessmen and fuel local rivalries. Many operate under the guise of Khalistani sympathisers, making it difficult to distinguish between ideological motives and organised crime,” the official said.

The Operation Cell’s primary mission is to proactively identify online threats, dismantle digital terror networks and prevent the spread of extremist propaganda. It will work in close coordination with central intelligence agencies and state police units, enabling real-time intelligence sharing, joint surveillance and enhanced action against sleeper cells and funding networks.

“This is a proactive move to adapt to the new-age threats of cyber radicalisation and cross-border digital terrorism. By staying one step ahead of such elements, we aim to safeguard the Capital’s security and stability,” DCP Kaushik added.

Delhi
