Both CAA and NRC have been a matter of controversy across the country. Some people had accused the government of taking away citizenship regarding these. Now the central government has said that under the Citizenship Act 1955, it is mandatory to register every Indian citizen and give him a National Identity Card. The central government gave this information in the Lok Sabha on Tuesday 5 August in response to a question.
According to the news of The Hindu, Trinamool Congress (TMC) MP Mala Roy had raised a question in the Lok Sabha about an acceptable identity proof as an Indian citizen. In response to this, Minister of State for Home Bandi Sanjay Kumar told the House,
“As per the amendment made in 2004 to the Citizenship Act 1995, the central government can register all citizens and issue them identity cards. The process for issuing them was decided in 2014. These national identity cards can be issued to those citizens whose details are recorded in the National Register of Indian Citizens (NRIC) or National Register of Citizens (NRC).”
The important thing here is that these national identity cards will be issued to those whose names are recorded in the NRC. But so far Assam is the only state where the NRC process has been completed. Even though this process has been completed, its final register has not been published yet. This is because the state government has challenged the draft of the NRC published in 2019 in the court. The Assam government claims that out of 3.29 crore applicants, 19 lakh residents have been excluded from it.
Meanwhile, the government has also clarified that no decision has been taken to update the National Population Register (NPR) during Census 2027. Let us tell you that NPR is the first step towards NRC. In such a situation, it is not clear at the moment whether new applicants will be added to it or not.
It is worth noting that NPR was first prepared in 2010. After this, its data was collected in the first phase of the 2011 census. It was last updated in 2015-16. It includes information of 119 crore citizens.
In the year 2019-20, there were large-scale protests across the country regarding CAA and NRC. 83 people lost their lives during these protests. After this, the government told in Parliament that till now no decision has been taken to implement NRC at the national level. NRC was one of the important promises in BJP’s 2019 election manifesto. But in the 2024 elections, BJP removed it from its manifesto.
