The Delhi government is planning to make many of its public services completely online and easy to access through WhatsApp, officials said on Thursday. People will soon be able to apply for documents like birth certificates, caste certificates, and other official papers directly on WhatsApp, without having to visit any office. Around 50 services from different departments have been identified for this plan.
As part of the new ‘Governance through WhatsApp’ project, services that are currently available online will now be made accessible through WhatsApp with the help of artificial intelligence (AI), a senior official explained.
Users will be able to talk to a bilingual chatbot (in Hindi and English) that will guide them step by step — from filling out forms and uploading documents to paying fees and tracking applications.
The project is being developed by the Information Technology Department, which earlier handled the doorstep delivery of government services in Delhi.
To make sure everything runs smoothly, the government will also create a real-time monitoring dashboard to track and manage how different departments interact with citizens.
A technology company will be hired to build and operate the entire system, the official added.

Through the new Department Services on WhatsApp system, people will be able to access a wide range of government services directly on WhatsApp, using an interface they already know and use every day.
The services will include:
- Applying for birth and caste certificates
- Requesting marriage certificates and driving licences
- Checking or paying property tax
- Tracking application status in real time
