Bumpy road to citizenship

The September 1 notification of the Union Ministry of Home Affairs, eliminating the element of criminality on undocumented or overstaying Sri Lankan Tamil refugees, offers hope to those longing for Indian citizenship. However, the notification has not explicitly stated that the refugees will no longer be considered illegal migrants.
