Flight Duty Time Change: The Directorate General of Civil Aviation (DGCA) has released a draft amendment to the duty and rest period (FDTL) rules for cabin crew working in the aviation sector. According to PTI, these proposed rules aim to reduce cabin crew fatigue and enhance flight safety. The draft rules limit the maximum flight duty period (FDP) and the number of landings.
Duty Period and Landing Limits in the Proposal
For an 11-hour flight duty period: Maximum 6 landings.
For an 11:30-hour flight duty period: Maximum 5 landings.
For a 12-hour flight duty period: Maximum 4 landings.
For a 12:30-hour flight duty period: Maximum 3 landings.
Special Provisions on Flight and Duty Time
Maximum Flight Time: The maximum flight time in any one duty period is limited to 8 hours.
Long Duty/Flight
- For a total flight time of 9 hours and a maximum duty period of 14 hours, a cabin crew member will be permitted only 2 landings.
- For a flight time of 10 hours and a duty period of 15 hours, only 1 landing is permitted.
- Maximum Duty in a 24-Hour Period: The total duty time in any 24-hour period cannot exceed the maximum permitted flight duty period by more than one hour.
Mandatory Rest Periods
The DGCA has also proposed mandatory rules to ensure adequate rest for cabin crew:
Rest before duty: Before commencing a flight duty period, cabin crew must be provided with at least the same amount of rest as they were provided for the previous duty period.
Rest when crossing time zones
- For crossing more than 3 time zones: 12 hours of rest.
- For crossing up to 7 time zones: 18 hours of rest.
- For crossing more than 7 time zones: 36 hours of rest.
Clarification of Definitions
The draft also clearly defines various periods:
- Duty Period: The time from when a crew member is asked to report for duty and ends when they are relieved of all duties.
- Flight Time: The total time from when the aircraft first starts moving for the purpose of flight until it finally stops for the flight.
- Flight Duty Time: This begins when a cabin crew member is asked to report for duty and ends when the aircraft stops and the engines are turned off.
