Canada has released the Immigration Levels Plan for 2026-2028, which prioritizes those already living in the country. Under this plan, the government’s focus is on permanently settling students, foreign skilled workers, and other residents who are already contributing to the country’s economy and community.
Immigration Minister Lina Diab stated that IRCC will prioritize temporary residents already living and settled in Canada for PR. Under the plan, Express Entry will be the primary route for high-skilled workers to obtain PR. In 2026, 109,000 people will receive PR, and in 2027 and 2028, 111,000 people will receive PR under Express Entry. 64% of total PR is allocated to economic immigration, which includes programs like the Canadian Experience Class (CEC), which is for people with work experience.
How will Indian student-workers benefit?
Canada’s immigration plan is set to prove a boon for Indians working and studying in Canada. Let’s first talk about Indian workers, who can obtain permanent residency under Express Entry. Indian workers working in Canada are gaining work experience here. Based on this, they can become part of the CEC, under which they can be granted PR. Skilled workers have the highest chance of obtaining PR under the CEC.
Not only this, but Indian workers can also obtain PR under the Provincial Nominee Program (PNP). In 2026, there is a plan to grant permanent residency to 91,500 people under the PNP. If a worker does not obtain PR under the CEC, they can become part of the PNP. Under the PNP, many Canadian provinces select skilled workers for permanent residency based on the skills they require. In this way, workers working in the states also have a chance to settle down.
Similarly, Indian students studying here can also plan to obtain permanent residency in the next two years. Those graduating this year should first obtain a Post-Graduation Work Permit (PGWP) and gain work experience. Once they have Canadian work experience, they can also obtain permanent residency under the CEC or PNP. If students fear they may face difficulties obtaining PR under the CEC, there is a plan B.
First, they must go for a job in a state where there is a shortage of workers in their field. Once they start working here, that state itself will nominate them for permanent residency under the PNP. Canada is placing a greater emphasis on skilled workers. Consequently, students who have studied engineering, healthcare, or IT-related courses will find it easier to access permanent residency. After obtaining PR in Canada, citizenship can also be obtained.
