MP Chabewal inaugurates Animal Birth Control Centre in Phagwara
In a move aimed at strengthening public safety and promoting humane stray animal management, Member of Parliament Dr Raj Kumar Chabbewal on Tuesday inaugurated a newly established Animal Birth Control (ABC) Centre along with a dedicated dog-catching vehicle in Phagwara.
The initiative reflects the administration’s commitment to addressing the stray dog issue through scientifically guided and compassionate methods.
Senior officials present at the inauguration included Mayor Rampal Uppal, AAP Halka Incharge Harnoor Singh Maan (Harji Maan), Deputy Mayor Vipan Krishan Sood, Commissioner Dr Akshita Gupta (IAS), and Superintending Engineer S Mandhir Singh, accompanied by teams from the Municipal Corporation.
Their participation highlighted the importance of coordinated civic action in managing urban challenges. The newly developed centre will focus on sterilization procedures and anti-rabies vaccination, globally endorsed measures known to control stray dog populations over time while ensuring animal welfare. Authorities emphasised that the programme is designed to curb incidents of stray aggression, improve sanitation, and enhance community safety.
Speaking on the occasion, Dr Chabbewal stated that humane and effective stray population control is vital for creating safer neighbourhoods. “This centre reinforces our responsibility to protect citizens while maintaining compassion towards animals. We are committed to delivering long-term, sustainable solutions,” he said.
Mayor Rampal Uppal described the facility as an important step in strengthening civic infrastructure. “Phagwara is taking proactive measures to address a major urban concern. With the addition of this centre and the dog-catching vehicle, our ground-level response and implementation capacity will significantly improve,” he noted. Commissioner Dr Akshita Gupta appreciated the efforts of municipal teams involved in the project’s timely execution.
She said the Corporation aims to achieve full coverage of sterilization and vaccination for the city’s stray dog population. “This milestone reflects coordinated teamwork across departments. We remain committed to public safety as well as animal well-being,” she added.
The centre will soon begin full-scale operations with trained handlers, veterinarians, and partner welfare organisations, ensuring efficient and humane implementation of the programme.
Prominent community members including Jasdev Singh, Ankush Ohri, Deepa Hadiabad, Om Parkash Bittu, Fateh Singh, Dashan Lal, Arjun Sudhir, Rajan Sharma, Gopi Bedi, Jaspal and several Municipal Corporation officials were also present. The Municipal Corporation reiterated that the establishment of the ABC Centre marks a continued effort toward a safer, healthier, and better-managed Phagwara.
