Migrant labourer’s murder sparks demand for mandatory registration
Following the recent murder of a migrant labourer in Palampur, residents and various social organisations have demanded compulsory registration of all migrant workers living in Palampur and adjoining areas. Despite the increasing influx of migrant labour, a majority remain unregistered with local police stations.
According to unofficial sources, over 8,000 migrant labourers are currently working in Palampur, Baijnath, Jaisinghpur and Dheera subdivisions. Many landlords have failed to report tenant details to the police, despite it being a legal requirement. Locals have expressed concern over the growing number of migrant workers, particularly from Uttar Pradesh, Bihar, Jharkhand and other states, many of whom lack valid identity documents. Additionally, there has been no random verification or background checks by the police in recent times.
Back in 2018, the then Kangra Superintendent of Police launched an extensive registration drive for migrant labourers and their contractors. Long queues were seen at police stations and those without valid ID proof were deported. However, the campaign was discontinued and authorities fear this lapse may be contributing to the rise in serious crimes.
Currently, the registration process is proceeding at a snail’s pace in areas like Paprola, Bhawarna, Jaisinghpur, Panchrukhi and Baijnath. Many contractors have not reported to police stations, despite repeated reminders.
A senior police officer, speaking to The Tribune, acknowledged the challenge and said the police and administration have been urging both migrant workers and their contractors to register. “We will relaunch the registration campaign soon. If labourers fail to comply, strict legal action will follow. Landlords have also been directed to provide full address details of tenants. Documents submitted will be verified by home-state police departments,” said the DSP.
