Govt integrates ration cards of Jammu, Kashmiri migrants
To provide benefits under welfare schemes

JAMMU, May 17: To provide the benefits under numerous social security and welfare schemes launched by the Government from time to time, it has decided integration of ration cards of Kashmiri/ Jammu migrants into National Food Security Act (NFSA).
The order to this effect was issued by Principal Secretary to Government Department of Disaster Management, Relief Rehabilitation and Reconstruction here, today.
The order said integration of ration cards of Jammu and Kashmiri migrants was necessitated owing to the fact that their ration cards were not digitalized and as a result were not integrated into centralised database under the National Food Security Act (NFSA).
The Government vide notification of 2024 dated 13 August 2014 has made the necessary amendments to the Jammu and Kashmir Food Security rules 2021 and the targeted/ distribution (Control) Order 2023 , thereby facilitating the integration of ration cards of Kashmiri and Jammu migrants into the NFSA database, in order to enable them to avail the benefits of various Government schemes without compromising or altering their recognized migrant status.
The order made it clear that integration of ration cards of Kashmiri /Jammu migrants into the NFSA database, to enable them the benefits of various Government schemes without affecting their migrant status.
The order said that such inclusion and exclusion in respect of the Kashmiri and Jammu migrants shall be established by the Relief and Rehabilitation Commissioner (M) on the recommendation of the Committee headed by Releief Commissioner as its Chairman with Deputy Commissioner, Relief, Assistant Commissioner Relief, Tehsildar (T) /Zonal Officer concerned, Tehsil Social Welfare Officer and Tehsil Supply Officer as its members.
The order however made it clear that relief provided to Kashmiri and Jammu migrants shall not be counted as income but as a source of sustenance only.
Following the integration of ration cards Kashmiri and Jammu migrants into NFSA they will be entitled to receive ration under NFSA/ Public Distribution System (PDS) scheme as per the entitlement and eligibility.
The order said that the balance free ration i.e the quantity of ration beyond the entitlement under NFSA/PDS shall continue to be provided to the relief category migrants by the Relief Organisation through the Department of Food , Civil Supplies & Consumer Affairs as per existing approved scale.
The order further said that the total ration to be issued to the relief category migrants shall be 11 kg of food grains per soul per month and one kg of sugar per family per month on free of cost basis. However non relief category migrant ration card holders shall receive ration strictly as per the scale and rates applicable under the NFSA /PDS Scheme.
