Open House: How important is Civil Defence in Ludhiana?
Civil Defence must
for Ludhiana
Civil defence in cities like Ludhiana is indispensable, especially amid the ongoing India-Pakistan conflict. Ludhiana faces heightened vulnerability as a key industrial and densely populated urban centre. Historically, civil defence played a vital role during the 1965 and 1971 wars, when coordinated blackouts, air raid precautions, and volunteer mobilisation saved lives. Today, this framework must evolve. Integration with Geographic Information Systems (GIS), AI-based threat assessment, and real-time communication platforms can greatly enhance urban emergency response. Training civilian volunteers in first aid, firefighting, and information relay ensures decentralised preparedness. Involvement of NGOs and youth strengthens societal resilience. Civil defence must now operate as a technologically-enabled, community-linked structure embedded within municipal governance. Regular audits, simulations, and public awareness campaigns will ensure that Ludhiana can respond swiftly and smartly to any crisis.

Importance of blackouts, drills
A ceasefire has been announced for the Indo-Pakistan conflict, thus reducing tensions, but we must not let our guard down and must remain prepared to face challenges. Civil defence includes any non-combat measures taken to protect people, property and infrastructure from human-made and natural disasters; assist in the maintenance of peace and order; besides training citizens in self-protection and first aid. Mock drills, including blackouts and siren alerts, should be conducted to prepare citizens for potential emergencies. Blackouts are strategic manoeuvres used during wartime or conflict situations. These blackouts hinder enemy aircraft from identifying and targeting structures, thus helping protect civilians. Don’t believe in any kind of rumours; rely only on official information shared through the district public relations officer’s verified handles. If it’s a blackout drill: switch off all lights (inside and outside); if in a vehicle, stop and park safely; draw the curtains; stay indoors; and avoid using lifts. Stay updated.

Civil defence needed for industrial safety
Civil defence plays a critical role in cities like Ludhiana, given its industrial importance, high population density, and vulnerability to various risks. Civil defence is essential in Ludhiana, Punjab’s largest industrial city known for textiles, auto parts, and manufacturing. It supports disaster preparedness (fires, industrial accidents, war) and ensures business continuity. Due to high population density and urban risks, there are increased chances of building collapses during war or natural calamities, fires, and stampedes. Civil Defence trains volunteers in first aid, evacuation, and crisis management. It also becomes vital because of heavy traffic and frequent accidents. Civil Defence can assist in emergency response, traffic management, and rescue operations.

Youth, NGO join hands in emergencies
Civil defence is critical in protecting cities like Ludhiana during emergencies, particularly during periods of high national tension. In such situations, preparation and quick collaboration can save many lives. One effective method is to regularly train and mobilize local youth volunteers. They can serve as frontline responders during emergencies if trained in fundamental disaster management skills such as first aid, evacuation protocols, and communication systems. Second, forming civil defence units in partnership with local non-governmental organisations and educational institutions can assure a ready network of trained persons throughout city zones. These units should participate in regular drills with district administration and emergency services to improve coordination and responsiveness. Such preventative measures will not only increase civic resilience but also instil a sense of responsibility and unity among citizens.

A Pillar of
Urban Unity
In the backdrop of the ongoing India-Pakistan conflict, the importance of Civil Defence in cities like Ludhiana becomes crucial. Civil Defence is not just about responding to emergencies—it’s about being prepared, informed and organised as a community. As political parties, NGOs, and youths step up to support the nation, Civil defence ensures this collective effort is channelled effectively. Ludhiana, being an industrial hub with a dense population, is vulnerable to both internal disturbances and external threats. In such scenarios, civil defence volunteers play a pivotal role in maintaining public order, assisting in evacuations, providing first aid, and disseminating accurate information to prevent panic. Their coordination with district administration enables swift action during curfews, blackouts, or disaster situations. They also bridge the gap between civilians and authorities, fostering trust and cooperation. Trained civil defence personnel can help counter rumours and promote awareness. Encouraging more citizens, especially youth, to join Civil Defence will strengthen Ludhiana’s resilience.

Such initiatives reduce panic
During wartime and emergencies, the importance of civil defence becomes more apparent, especially in densely populated cities like Ludhiana, which have industrial infrastructure that makes them vulnerable during national crises. Civil defence is critical for preparing, protecting, and mobilising citizens in the face of unexpected threats, as well as supporting civil administration. During the recent Indo-Pak conflict, what stood out was the unity and proactive spirit displayed by political parties, NGOs, and most notably, the youth, who stepped forward to help the district administration. Their willingness to volunteer in an emergency reflects a strong sense of patriotism and civic responsibility. Effective civil defence provides prompt evacuation, medical assistance, and public awareness, consequently mitigating panic and fatalities. Educating civilians in first aid, fire safety, and disaster response can also enhance the city’s resilience. Civil defence fosters a culture of vigilance, collaboration, and preparedness.

Civilians: The Silent Pillars During War
In the recently concluded war between India and Pakistan, I strongly feel that civilians play a vital role in assisting defence authorities. This is the time when they must truly demonstrate their patriotism towards the country. There are both pros and cons to war, but for civilians, it is undoubtedly the most difficult period. They should show empathy and compassion towards our forces and strictly adhere to the instructions issued by the government from time to time. The role of civilians during war is complex and multifaceted. While typically non-combatants and not directly involved in military operations, civilians are deeply affected by conflict and can take on both passive and active roles. They often suffer the most—from the destruction of infrastructure, loss of homes, and disruption of essential services like water, food, and healthcare. Many are killed or injured in bombings or shootings, despite international laws designed to protect them. Millions are forced to flee, becoming refugees or internally displaced persons, and war causes long-term trauma, especially among children. Civilians may work in industries producing weapons, equipment, or military supplies. In many nations, they are organised into volunteer groups for firefighting, rescue, air raid precautions, and medical aid. They also endure shortages, rationing, and contribute through war bonds or taxes.

Training Must Be Mainstreamed
Every citizen, regardless of age or gender, should receive organised training to handle adverse situations both at home and outside. Unfortunately, our education system has failed to focus on the personal safety of students and even teachers at various educational levels. While initiatives like NCC and NSS once served as vital platforms for developing leadership traits and crisis management skills, today’s residents are prioritising academic excellence over such holistic growth. It is high time the government takes initiative to organise short-term orientation courses in civil defence for all citizens. These trainings can help foster resilience, awareness, and readiness in times of emergencies and conflict.

Backbone of
National Security
In the recent Indo-Pak war, I believe there is an urgent need to recognise and utilise the significant role civilians can play—both directly and indirectly—in defence efforts. Civilians can boost military morale through their unwavering support and encouragement. They can provide logistical assistance such as food, shelter, and medical care, especially during emergencies. Young people can volunteer with organisations that support military personnel and their families. Civilians may also work in defence industries, helping manufacture vital equipment and supplies. They can contribute to the research and development of new technologies essential for national defence. Through media and communication channels, civilians can help operate and maintain critical information networks. They can play a role in transportation, ensuring smooth movement of goods and personnel. Doctors, in particular, can provide vital medical care to both military personnel and civilians affected by conflict. Through all these contributions—however small—they promote national unity and spirit. Civilians are vital to supporting defence efforts and ensuring national security remains strong and resilient.

Essential effort
to protect people
Civil defense is an essential effort to protect the public and individuals from various types of disasters. Firstly, it is crucial to ensure that accurate information is disseminated. Following this, the government, media, and other organizations must prepare for appropriate action. The government should implement organized measures to keep the public informed about the latest technologies and techniques, similar to the training provided to its employees. Most importantly, individuals must be educated on how to save their lives in dangerous situations, such as earthquakes, floods, accidental fires, or attacks by external forces. Uniformed services can be deployed for training purposes during peacetime, which can include mock drills and mandatory compliance. The essential role of advisors in ensuring these drills is vital for preparing society for civil defense. Additionally, maintaining vital services, assisting emergency responders, and facilitating recovery and reconstruction are critical components of civil defense.

This situation also highlighted several loopholes that needed to be addressed. In response, Operation Abhyaas was initiated by the authorities, emphasising the significance of civil defence.
Question for next week
Punjab Government has started a mass connect campaign through “Nasha Mukt Yatra" following its two-month long drive against drugs, “Yudh Nasheyan Virudh”. They have claimed that 99 per cent villages are now drug free. Do you agree with the government’s claim on drug eradication? Are no drug -related deaths being reported?
