Property owners hail increased efficiency with Easy Registration

These are early days for a verdict on the “Easy Registration” scheme launched by the state government but there are signs that the prickly process for the buyer and seller may be streamlined considerably after a little fine-tuning.

The Aam Aadmi Party (AAP) government had on May 26 launched an online mechanism for registration of property in the state with focus on eliminating corruption in tehsil offices.

As many 56 registration were done on Day 1 (May 26), 86 on Day 2 (May 27) and 85 on Day 3 (May 28) in Mohali, said Harminder Singh Hundal, District Revenue Officer.

The move aims at eliminating the scope of corruption in tehsil offices by breaking the nexus of touts, sale deed writers and corrupt government officials. Registration of sale deeds will now be processed within 48 hours of the submission of documents.

Visitors at the sub-registrar office in Mohali said the highlight of the mechanism is that it reduces the tension of a buyer and seller by verifying the documents at the first stage itself.

“Earlier, some part of the payment was transacted before approaching the office, leaving a great scope for arm-twisting of buyer or seller, but in the new system, payment is only made after all documents are verified and the deal is good to go,” said Raman Kumar, a visitor here.

However, the biggest plus point of the new mechanism is that sale deeds and documents will be printed in simple language (English/Punjabi) that is devoid of any officialese and comprehensible to a common man.

The processing official, the buyer and seller can see the document being filled infront of their eyes and can make corrections instantaneously as two computer screen facing in opposite direction are installed at the counter.

Visitors said the waiting lounge is orderly with a seating facility and a two giant screens showing token number and expected time left for the processing work.

“There is no hassle under the new system. The office has transformed completely. Now, the visitors can sit back, relax and wait for their turn as the order is clearly displayed on the screens,” said Manjeet Kaur, a Zirakpur resident who had come along with an applicant here.

Notably, a significant number of women also approached the office and even outnumbered their male counterparts. “Women get a rebate on property registration hence their numbers are always more,” officials said.

In Kharar, meanwhile, 103 registration were done today with officials saying on an average 100 registration arebeing done daily since the new system was implemented. Two naib tehsildars, instead of one naib tehsildar earlier, have been entrusted with the job here.
