Maharashtra: FDA Books Khushi Trading For Illegal Sale Of Expired Goods In Ghtakopar; D-Mart Under Scanner In Mumbai Raids

Acting on information received from the office of Hon. Minister of State for Food and Drug Administration, Shri Yogesh Kadam, the Food and Drug Administration (FDA), Greater Mumbai Zone-8, conducted a surprise inspection at M/s. Khushi Trading, located at Gala No. B19, B21, B22, Cozmanji Estate, Ghatkopar (West), Mumbai, on May 22, 2025, under the supervision of Joint Commissioner (Food), Mr. Mangesh Mane.

During the inspection, the establishment was found operating without a valid license from the Food Safety and Standards Authority of India (FSSAI), in direct violation of Section 31(1) of the Food Safety and Standards Act, 2006. Additionally, the conditions of production and distribution were found to be extremely unhygienic, violating the mandatory sanitation norms laid out in Schedule 4 of the Act.

More alarmingly, it was discovered that M/s. Khushi Trading had been purchasing expired and near-expiry goods in large quantities from D-Mart, repackaging them, and illegally reselling them in the market — a practice that poses a grave threat to public health.

In response, on May 22, 2025, Food Safety Officer Mr. Abhinandan Randive issued an order to immediately cease all food business operations at the establishment. However, a follow-up surprise inspection conducted on May 29 by Assistant Commissioner (Food), Mrs. Anupama Balasaheb Patil, and Officer Randive revealed that the business had resumed operations in defiance of the official order.

As a result, a criminal case has been registered at the Ghatkopar Police Station against M/s. Khushi Trading under the following legal provisions:

• Section 223 of the Bharatiya Nyaya Sanhita, 2023

• Section 55 of the Food Safety and Standards Act, 2006

• FIR No.: 0510

• Crime No.: 347/25

Additionally, as part of a broader investigation, FDA teams conducted raids on D-Mart branches in Navi Mumbai and Bhiwandi on May 30, 2025. The raids confirmed that D-Mart was illegally selling expired and near-expiry goods from its stores to unauthorized entities such as M/s. Khushi Trading — a clear violation of food safety regulations and a serious health hazard for consumers.

An internal investigation within the FDA is ongoing. Minister Yogesh Kadam has instructed officials to gather detailed information from the Navi Mumbai and Bhiwandi D-Mart branches and initiate further legal action without delay.

Under the leadership of Joint Commissioner Mr. Mangesh Mane, the FDA remains committed to protecting public health and ensuring strict enforcement of food safety regulations. All food business operators are strongly urged to comply fully with the law, failing which strict legal action will be taken.
