No Fuel For Old Vehicles: Recently, the Commission for Air Quality Management (CAQM) had clarified that from July 1, no end-of-life (EOL) old vehicles in Delhi will be given petrol-diesel at fuel stations. Now, even before the implementation of this policy, the uproar seems to be increasing.

No Fuel For Old Vehicles Policy: It was announced that old vehicles will not be given petrol and diesel at fuel pumps in the country’s capital Delhi from July 1. The Commission for Air Quality Management (CAQM) had said on June 21 that, from July 1, no end-of-life (EOL) old vehicle will be allowed to fill its tank at Delhi’s fuel stations, no matter which state it is registered in.

Now, the Delhi Petrol Dealers Association (DPDA) has appealed to the government regarding this matter and has demanded the removal of penalty provisions. Let us tell you that, here the Commission means end-of-life (EOL) vehicles such vehicles which are 10 years old diesel vehicles and 15 years old petrol vehicles.

What is the demand of the association?

The Delhi Petrol Dealers Association (DPDA) on Monday urged the government to withdraw the penal provisions imposed on fuel pump dealers if they fail to implement the ‘No Fuel For Old Vehicles’ policy.

In a letter to Delhi Transport Minister Pankaj Singh and Transport Commissioner, DPDA said that the rule states that “immediate legal action should be taken in respect of such end-of-life (EOL) vehicles, including seizing and disposing them.”

At the same time, it has also been said in this letter that, “Under the Essential Commodities Act, petrol pump dealers are prohibited from refusing to give fuel to any customer. In this situation, a situation of conflict arises on the order of not giving petrol-diesel to old vehicles and following the rules of the Act.”

DPDA also said that the petrol pump attendant cannot act as an enforcement officer and also apprised the government about the problems faced by doing so. Referring to recent incidents in the letter, it has been said that, “Recently a pump attendant was shot in Ghaziabad for implementing the ‘No helmet, no fuel’ policy.”

Now, before implementing the government’s new policy ‘No Fuel for Old Vehicles’, the association has demanded deployment of adequate police force at petrol pumps. So that any kind of emergency can be avoided while implementing this new policy in future.

No punitive action:

DPDA said in its letter that, “As per the new order of the government, the provision of punitive action including arresting dealers or pump attendants for not following the policy is neither practical nor acceptable. Such measures will not only disrupt essential services, but this scheme will also fail.”

DPDA has demanded the department to reconsider and cancel the punitive provisions imposed on petrol pump dealers. Apart from this, the association has also said that no SOP has been shared by the Commission for Air Quality Management (CAQM) in this matter, so the SOP should also be shared to properly implement the new policy.
