Senator Lindsey Graham has said that the US is preparing to bring a bill to drop an economic bunker buster on China, India and Russia. Donald Trump has decided to give an economic blow to all three – India, China and Russia.
US Senator Lindsey Graham has said that preparations are underway to bring a ‘sanctions bill’ in Parliament, which he has called an ‘economic bunker buster’. Graham has made it clear that this proposed law could be the most aggressive US sanctions bill against Russia so far, which will also hit India and China. He has argued that such a bill is necessary to bring Russian President Vladimir Putin to the negotiating table.
Senator Graham has claimed that more than 80 US senators have co-proposed a new sanctions bill against Russia, which is a bipartisan bill aimed at increasing economic pressure on Moscow for the ongoing war in Ukraine. He said, “Putin is not less but more aggressive. And now the time has come to change the strategy.” That is, US is now preparing to bring such a bill, which will directly affect India, which has been continuously buying oil from Russia since the Ukraine war began. India has also bought a record amount of oil from Russia last month.
US will bring a bill against India, China and Russia?
The bill that the US senators are preparing to bring is named Sanctioning Russia Act of 2025 and it is a bipartisan bill, which will have every chance of passing. This bill will prove to be dangerous for India because the bill proposes that countries that continue to import oil, gas and uranium from Russia should be charged a tariff of up to 500%, unless they provide direct military or financial assistance to Ukraine.
Although India and China have not been named directly in the bill, both these countries have turned the flow of Russian oil towards themselves since the Ukraine war began. It is believed that due to India and China buying oil, the sanctions of Western countries have not had much effect on Russia. Therefore, it is clear from this bill that Washington is now working on a policy to put pressure not only on Russia, but also on its “economic lifeline” India and China.
Senator Graham did not comment much on the bill and stressed that its passage is very important. He said, “Putin’s position has not gotten better, but worse. We have tried soft pressure. It is not working.”
India’s problems may increase due to this bill
If this bill is passed, then India’s geo-political problems may increase further. On one hand, Russia has been its most trusted defense partner for decades, on the other hand, India’s relations with US have now reached strategic cooperation, Quad and Indo-Pacific. But if this bill is passed in US, then such laws also raise questions on India’s strategic autonomy. Will India distance itself from Russia to protect its relations with US? This bill also targets China, which has become US’s biggest strategic rival and a strong economic supporter of Russia.
China is a major buyer of gas, coal, and uranium from Russia and yuan-ruble based trade with it has grown rapidly. After the introduction of this bill, it will become difficult for India to buy Russian oil and if India stops buying oil from Russia, then the price of petroleum products in the country will start skyrocketing. That is, the Trump administration is once again trying to make the situation difficult for India.
