The government has allowed cab aggregators like Uber, Ola, InDrive and Rapido to increase surge pricing during peak hours. In the guidelines given by the Ministry of Road Transport, it was said that now aggregators can charge up to double the base fare, which was earlier one and a half times. In non-peak time, the fare will be at least 50% of the base fare.
Penalty will be imposed on cancellation of booking
The ministry has advised the states to implement these guidelines within three months. Its purpose is to ensure reasonable fare without putting additional burden on the customers and reducing competition. Apart from this, if the driver accepts the booking and cancels it without any reason, then a penalty of 10% of the fare (maximum Rs 100) will be imposed. This money will be divided between the driver and the aggregator. The same rule will apply even if the booking is cancelled by the passenger.
Driver’s health insurance is a must
Apart from this, aggregators will have to ensure that drivers have at least Rs 5 lakh health insurance and Rs 10 lakh term insurance. This will increase the safety of drivers. The state governments will fix the base fare for different vehicles including auto-rickshaws and bike taxis. For example, the base fare of taxis in Delhi and Mumbai is Rs 20-21 per km, while in Pune it is Rs 18. If the state does not fix the base fare, then the aggregators will have to inform the state government about it.
It will be necessary to impose VLTD
According to the guidelines, no dead mileage charges will be taken from the passengers, except when the journey is less than 3 km. The fare will be charged only from the beginning of the journey to the destination. For the safety of the passengers, it will be necessary to install Vehicle Location Tracking Device (VLTD) in the vehicles, the data of which will be available to the aggregator and the state government’s control center. Aggregators will be required to conduct refresher trading for drivers every year.
Apart from this, drivers whose rating is in the lowest 5% will have to undergo training every quarter. If they do not do so, they will not be allowed to work with the aggregator. This rule has been taken by the government as a step towards ensuring better and safer services for both customers and drivers.
