DODA, July 17: Special Judge Anticorruption/ Doda Archana Charak today framed charges against Junior Engineer (JE) Arshad Amin, who demanded money for preparing bills of the complainant  and was later trapped and caught red handed by Anti-Corruption Bureau.
The brief facts of the case are that complainant Sanjay Kumar, Panchayat member of W.No. 03 Chanti Payeen, Tehsil Gandoh of district Doda lodged a complaint alleging therein that he had executed works for the public under MGNREGA. He approached Block Development Officer but the BDO asked him to first talk to the concerned GRS and JE only.
However, JE Arshad Amin demanded Rs 17,000 as bribe for preparing the bill of the work done for passenger shed. The complainant made a request through his complaint before the ACB to look into the matter and take immediate necessary action under law.
In the meanwhile, JE called the complainant and asked him to meet him at Jammu on 26.07.2021 and pay him the bribe there. Accordingly, a trap was laid and JE was caught red-handed by ACB for demanding and accepting bribe.
After hearing Special PP Rajesh Gill for the ACB whereas Advocate Faheem Shokat Butt for the accused person, the court observed, “accused JE was in constant touch with complainant and both of them have talked with each other and there is a demand of bribe of Rs 17,000 which has been revealed in transcriptions of call-recordings”, adding “there is sufficient ground for proceeding against the accused person for commission of offence under Prevention of Corruption Act as such charges are framed against him”.
