To prevent crimes against women, the central government has decided to install artificial intelligence based facial recognition system at seven railway stations including Delhi-Mumbai. Apart from this, Safe City Projects are also going on in cities like Delhi, Lucknow and Bengaluru, which will provide 24-hour security to women passengers.
New Delhi: The central government is taking a big step to prevent crimes against women. The government will install Artificial Intelligence (AI) based facial recognition system at seven railway stations across the country including Delhi-Mumbai. Apart from railway stations, Safe City Projects are also going on in many cities including Delhi, Lucknow, Bengaluru. This will provide 24-hour security to women passengers.
The government told the Supreme Court that the number of sexual offenders in the National Database on Sexual Offenders (NDSO) has crossed 20 lakhs. Now the central government will install Artificial Intelligence (AI) based facial recognition system at seven railway stations across the country including Mumbai CST and New Delhi. The Home Ministry gave this information while hearing the PIL of Supreme Court Women Lawyers Association on increasing crimes against women.
Safe City Projects running in these cities
The Home Ministry told the Supreme Court that apart from railway stations, Safe City Projects are also running in Delhi, Mumbai, Kolkata, Chennai, Ahmedabad, Bengaluru, Hyderabad and Lucknow. Technologies like CCTV cameras, facial recognition and automatic number plate recognition are being used in these projects. Also, high-risk areas are also being monitored with drones. Justice Suryakant’s bench will hear this PIS on Monday.
The ministry said that Integrated Emergency Response Management System (IERMS) has been started at 499 out of 983 railway stations. This will provide 24-hour security to women passengers. 740 CCTV cameras have been installed at 67 stations in the Konkan Railway network. Now there is a plan to install AI-based facial recognition system at seven major stations.
Information of 20.28 lakh people in NDSO
According to the Home Ministry, NDSO contains names, addresses, photographs and fingerprints of people involved in sexual crimes like rape, gang rape, molestation, stalking and child abuse. This database contains information of 20.28 lakh people, which can be used by police stations and law enforcement agencies through the Inter-operable Criminal Justice System (ICJS).
Mahalakshmi Pavani, a lawyer from the Women Lawyers Association, said that according to NCRB data, crimes against women have increased from 58.8 per lakh in 2018 to 66.4 in 2022, so more steps need to be taken. She said that in 2022, 23.66 lakh cases of crime against women were pending for trial, out of which only 1.5 lakh were decided and only 38,136 were convicted.
The association said technologies such as Crime and Criminal Tracking Network and Systems (CCTNS), Crime Multi Agency Centre (Cr-MAC), NDSO, Investigation Tracking System for Sexual Offenders (ITSSO), Emergency Response Support System (ERSS) and Indian Cyber Crime Coordination Centre (I4C) are not leading to much improvement in the criminal justice system.
