After 'Dog Babu', 'Dogesh Babu' attempts to apply for residence certificate in Bihar; Nawada police file FIR

Just days after ‘Dog Babu’ made headlines, another canine citizen, going by the name ‘Dogesh Babu’, applied for a residence certificate at the Sirdala RTPS office.

The application also included the dog’s photograph. An FIR has been lodged against a person in Nawada for the fraudulent application, according to ANI.

Nawada District Magistrate Ravi Prakash, who broke the news, made a post on X saying “Copy cats...or rather I should say Copy dogs, tried applying for a residence certificate from Sirdala, Rajauli...were caught in the act. FIR being registered for a lame and stale attempt at humour”

 The application was dated July 29 and had his parents' names filed as “Dogesh K Papa” and “Dogesh Ki Mummy”. The dog’s residence was listed as village Kharondh, ward number 11 in Nawada district. 

The incident is the third in less than a week. The first incident belongs to one ”Sonalika Tractor” in East Champara and used the picture of a Bhojpuri actress.

‘Dog Babu’ was the second instance, and the matter had escalated when the certificate was approved.

All applicants involved in the three cases have been booked and re being traced with the help of cyber experts, PTI reported.

Patna District Magistrate Thiyagarajan visited the Masaurhi Block-cum-Circle Office along with other top officials to probe how the certificate for “Dog Babu” was issued on Tuesday. The DM said that the certificate was a deliberate attempt to defame the state government and the district administration. 

The applications are being processed through Bihar’s Right to Public Service (RTPS) portal. Investigation into the Dog Babu incident has shown that a Delhi resident's personal information and identification details were used to create the application. 

The FIR has been filed under multiple sections by Sirdala Zone officer Abhinav Raj, including 319(2) for fraud, 340(1) and 340(2) for fraudulent use of electronic records and misuse of government systems and forgery. 

The incidents have created doubts regarding the RTPS system and its ease of misuse.
