How the Haryana Govt is ensuring that fertilisers reach only farmers
In a step toward ensuring transparency and accountability in fertiliser distribution, the Haryana Government has integrated its Meri Fasal, Mera Byora (MFMB) portal with the Integrated Fertiliser
Monitoring System (iFMS).
A trial of the project was conducted in Panchkula on pilot basis, and, after its success, the integration is now being implemented across the state.
What is the MFMB portal?
The MFMB portal is an official digital platform of the Agriculture and Farmers’ Welfare Department that allows farmers to register their land, crop and personal details.
It serves as a one-stop database for farmers, ensuring that government schemes and agricultural benefits reach only genuine farmers. The portal also helps in planning and monitoring crop patterns, assessing crop damage for compensation, and delivering timely assistance such as insurance and subsidies.
It also helps in ensuring the procurement of farmers’ crop on MSP in grain markets.
What is the iFMS?
The iFMS is a digital system that tracks the production, movement, and sale of fertilisers in real-time. It is designed to ensure that government-subsidised fertilisers reach genuine farmers, registered on the MFMB portal.
The initiative not only prevents the misuse and diversion of fertiliser for non-agricultural, including industrial, purposes but also promotes fair access, data-driven monitoring, and efficiency in the supply chain.
By integrating the iFMS with the MFMB, the state government aims to create a unified, transparent, and accountable fertiliser distribution mechanism.
Farmers now need to register their land and crop details on the MFMB portal to purchase fertilisers through Point of Sale (PoS) machines linked to the integrated system.
Why has the govt linked the platforms?
Previously, fertilisers such as urea and di-ammonium phosphate (DAP) could be purchased by anyone using an Aadhaar card, which often led to irregularities. Instances of fertiliser shortages, and distribution being conducted under police supervision at police stations in some areas, have been reported in the past across the state, painting a grim picture of the distribution system.
After these incidents, the government explored the need for a more controlled and transparent system to prevent the diversion and misuse of fertilisers, and to ensure that only verified, registered farmers can purchase fertilisers — for agricultural use.
How will the new integrated system work?
Under the new system, farmers must first register themselves on the MFMB portal by providing details of their land and crop. After registration, farmers can purchase fertilisers from licensed dealers. When a farmer makes a purchase, the PoS system automatically cross-checks details with the MFMB database.
Fertilisers are issued only if the farmer’s data is verified and matches the portal records. This digital process ensures that fertilisers are sold exclusively to registered farmers.
How does the integration benefit farmers?
According to Karnal Deputy Director Agriculture (DDA) Wazir Singh, this integration benefits farmers in multiple ways. It guarantees access to fertilisers, as only registered farmers are eligible to purchase these, ensuring fair distribution during times of shortage.
It also brings about transparency and accountability, since every fertiliser transaction is digitally recorded, eliminating middlemen and irregularities. The system improves efficiency by ensuring fertilisers are distributed accurately and on time.
Has a purchase limit been set?
There is no restriction on the quantity of fertiliser a farmer can buy. Farmers can purchase it as per their agricultural needs. The only change is that fertilisers will now be issued strictly to those registered on the MFMB portal. This means the government’s focus is on verifying the identity and authenticity of farmers — not on limiting their fertiliser requirements.
How can farmers register themselves on the MFMB portal?
To register, farmers need to visit fasal.haryana.gov.in and select the farmer services option; and choose the registration tab. They must then enter details about their land, crop and personal information; and submit an online form for verification.
