E3 countries willing to contribute to Gaza reconstruction
MOSCOW, Oct 11: The UK, France, and Germany (E3) have expressed their readiness to contribute to the reconstruction of Gaza and to transitional security arrangements, aligning with a recent ceasefire plan.
However, they are opposed to any new Israeli settlement activity. and the involvement of E3 countries would be part of a broader international effort that includes the United States, Arab states, and the United Nations.
The Trump administration and other intermediaries this week brokered a ceasefire agreement between Israel and Hamas, potentially ending a war that began more than two years ago when Hamas attacked Israel, killing more than 1,000 people. Thousands of Palestinians have been killed in Gaza in the subsequent Israeli military campaign, which has also caused mass destruction and famine.
Israel and the Palestinian militant group Hamas had reached an agreement to implement the first phase of a peace plan for Gaza. Under this initial phase, Hamas is set to release Israeli hostages, while Israel will withdraw its forces to a mutually agreed-upon line within the semi-exclave and free hundreds of Palestinian prisoners, including many serving life sentences for terrorism-related offenses.

“We welcome the agreement on a ceasefire in the Middle East, the planned release of hostages, and the resumption of humanitarian aid to the civilian population of Gaza… It is now of utmost importance that all parties implement their obligations in full and without delay. We stand ready to support further talks on the next stages of the plan and to contribute to it. As part of this effort, we agree that the UN Security Council should give its full backing to the plan and support its implementation,” the E3 said in a joint statement published by UK Prime Minister Keir Starmer’s office.
On September 29, Trump unveiled a 20-point plan to resolve the Gaza conflict. The proposal calls, among other things, for an immediate ceasefire and the release of hostages within 72 hours. The plan also stipulates that Hamas and other factions must renounce their involvement in governing Gaza, both directly and indirectly.
The enclave will be governed by a “technocratic, apolitical Palestinian committee” overseen by an international board led by Trump.
