Police Sangathan calls meet on issues plaguing force

Haryana Police Sangthan (HPS) has called a meeting of its office-bearers in Chandigarh on Tuesday to discuss issues including the issue of assured career progression (ACP) policy that need to be taken up with the government.

Dilawar Singh, president of the Haryana Police Sangthan, informed The Tribune today that the HPS expresses deep sorrow and offers condolences to the family of deceased IPS officer Y Puran Kumar. He said that his ‘final note’ had touched serious sensitive issues prevailing in the Haryana Police that needs to be addressed by the government on an urgent basis.

HPS is the sole body representing serving and retired police personnel up to the rank of inspector from constable in Haryana. Singh said that representatives from each district have been called along with the complete list of pending grievances of police personnel in their respective districts.

“Being part of a disciplined force, police personnel are expected to stay in control when airing their grievances. But inside the police force, discontent has been brewing for some time on issues like ACP, pending grievances and unnecessary harassment,” he said.

The HPS president said that the issue of ACP has been troubling police personnel in Haryana for quite some time as nearly 3,000 police personnel were served notice for recovery due to a change in the ACP provisions by the government.

“We submitted a memorandum of our demands to the Chief Minister, but some of those personnel among the delegation who were still in service were served notice for raising the demand with the CM. Thousands of other grievances of the police remain pending with the top brass, waiting to be heard and redressed,” he said, adding that the recent suicide incident has opened a Pandora’s box of issues within the police force.

Recently, Haryana Police ACP Victims Committee formed by Haryana Police personnel had issued an open letter addressed to the Chief Minister, ministers, MLAs and MPs of Haryana urging the state government to restore the assured career progression (ACP) benefits that were withdrawn under the ACP Scheme (Assured Progress Rules, 2016).
