Uttarakhand Land Management Act 2025: Uttarakhand Governor Lieutenant General Gurmeet Singh (Retired) has approved the Uttarakhand (Uttar Pradesh Zamindari Abolition and Land Management Act, 1950) (Amendment) Bill, 2025. With this, a strong land law has come into force in the state. Sharing this information on the social media platform X, the Chief Minister of the state Pushkar Singh Dhami said that with the implementation of the law, in accordance with the public sentiment of the people of the state, there has been a complete ban on the uncontrolled sale of agricultural and horticultural land in Uttarakhand.

The Chief Minister said that for needs like residential, education, hospital, hotel, industry, people of other states will be able to buy land in Uttarakhand only after going through the prescribed strict process. He said that with the implementation of strict land law, efforts to change the demographics in the state will also be stopped. The Chief Minister thanked the Governor for approving the strict land law to strengthen the cultural and social identity of the state.

This bill was passed by the Uttarakhand Legislative Assembly during the budget session in February this year. He also said that continuous action is being taken against those who violated the provisions of the previously implemented Land Act. He said that such lands are being brought under the control of the state government by running a comprehensive campaign.

Outsiders will not be able to buy agricultural land in 11 districts

According to the Times of India, this new law prohibits people from other states from buying agricultural land in 11 of the 13 districts of Uttarakhand. Haridwar and Udham Singh Nagar are the two districts that do not fall under the purview of this law. During the budget session, the bill was introduced in the assembly on February 20 and was passed the next day. The law states, “It shall apply to the whole of Uttarakhand except the areas comprised in any Municipal Corporation, Nagar Panchayat, Nagar Palika and Cantonment Board and as may be included from time to time. It shall come into force immediately.”

Under the law, a person planning to buy land from another state will have to submit an affidavit before the sub-registrar. It will confirm that neither he nor his family has purchased more than 250 square meters of land for residential purposes anywhere else in Uttarakhand. If a buyer fails to use the land for his purpose or sells, gifts or transfers it to someone else without authorisation, necessary action will be taken.

CM Dhami said, “This will completely stop the uncontrolled sale of agricultural and horticultural land in Uttarakhand, which is in line with the sentiment of the residents of the state.” The CM said, “Also, for purposes like residential, educational, hospital, hotel and industrial needs, people from other states will be able to buy land in Uttarakhand only after going through a stringent process and meeting the prescribed standards.”

Dhami said, “The implementation of strict land laws will stop attempts to change the demographic character in the state. We express our deep gratitude to the governor for approving this land law to strengthen the cultural and social identity of the state. Continuous action is being taken against those who violate the provisions of the Land Act. A comprehensive campaign is underway, and such lands are being vested in the state government.”
