Despite immigration curbs, TOEFL registrations see spike in Phagwara
Despite stricter immigration rules announced by Canada and Australia last year, interest in studying abroad among students from Punjab, especially those in smaller towns, remains strong. A recent survey by the Educational Testing Service (ETS), the organisation behind the TOEFL exam, revealed a notable surge in test-takers from Phagwara, a Tier 3 town in the state.
According to ETS data, TOEFL registrations from Phagwara are projected to grow by more than 40% in 2024, with over 150 applicants—marking a sharp increase from the double-digit figures seen up until 2023. Officials say a growing trend of students from Tier 2 and Tier 3 cities who continue to pursue international education despite tightening immigration policies in countries like Canada, Australia, and the US.
The TOEFL exam is a key requirement for admission to universities in countries such as the US, UK, Canada, Australia and Germany. “The growth from places like Phagwara is part of a broader trend we’re observing across smaller towns in India,” said Sachin Jain, ETS India and South Asia Country Manager. “Students remain focused on international universities and are using globally accepted exams like TOEFL to keep their options open.”
Jain added that the surge indicates sustained demand for overseas education in India—particularly in Punjab—even as visa regulations become more restrictive. “For many students, preparing early is the only way to stay ahead in an uncertain global environment,” he said.
Jain said local coaching centres and increased online access to information have played a role in the rise. Many students say they are aware of the immigration restrictions but are continuing with their preparations.
“I’m studying for the TOEFL right now. Canada and Australia rules are stricter, but other countries are still open,” said Harshdeep Singh, a 21-year-old student in Phagwara. “It’s a wait-and-watch situation, but I want to be ready if things improve.”
