Private service provider at Rohtak health university under scanner

A private firm contracted to provide bearer and other miscellaneous services to Pt. BD Sharma University of Health Sciences Rohtak (UHSR) has come under the scanner after Vice-Chancellor Prof HK Aggarwal ordered an inquiry into a written complaint received against the firm.

The VC has appointed Chief Vigilance Officer Dr Kundan Mittal, who also serves as the Medical Superintendent at PGIMS, as the inquiry officer and directed him to submit a report at the earliest. The matter has also reached the Prime Minister’s Grievances Redressal Portal, which has also sought reply from university authorities.

The complaint, submitted by three former outsourced employees of the firm, alleges that family members and close relatives of some PGIMS officials were employed through the firm, raising concerns about potential abuse of official power. As per the complainants, over 1,100 outsourced employees are presently working under the firm.

Further, the complainants alleged that attendance records of outsourced employees were being verified by unauthorised personnel in violation of the terms outlined in the Memorandum of Understanding (MoU). They also allege that the company arbitrarily deducted wages by falsely marking staff absent, leading to undue financial hardship.

“Mittal has initiated hearings with both complainants and firm representatives, and is examining bank transaction records and duty rosters to verify the allegations. The firm has been asked to submit a list of all outsourced staff with family ties to UHSR and PGIMS officials. The inquiry is also assessing whether the qualifications of hired employees match the job requirements,” said an official on anonymity.

Speaking to The Tribune, Mittal confirmed that the inquiry report would be submitted shortly.

Meanwhile, Sandeep Kaushik, Managing Director of M/s AP Security Services, denied all allegations, claiming his firm retained all previous outsourced staff as per the MoU. He added that attendance is verified by authorised personnel only. “The complainants were removed due to serious complaints against them. Hence, they have filed a false complaint, which is driven by personal vendetta,” Kaushik claimed.
