CM opens jail training academy, announces 1,300 warder posts
Chief Minister Nayab Singh Saini on Wednesday inaugurated Haryana’s first state-of-the-art Modern Jail Training Academy in Karnal, hailing it as a major leap towards prison reforms and professional training for jail personnel.
“This is not just the inauguration of a building — it’s the beginning of a new approach. We are shifting focus from punishment to reform and rehabilitation,” said Saini, addressing the gathering. He emphasised that jails should be “centres of transformation,” and added, “A person in prison is still a member of society. It is our duty to offer them a chance to reform.”
The CM also announced that the recruitment process to fill around 1,300 vacant posts of warders in jails across the state would begin soon. In addition, he said all necessary posts at the academy and vacant medical and paramedical posts in jails would be filled promptly. He also announced that a gaushala (cow shelter) would soon be established in Karnal.
Built over 6.5 acres at a cost of Rs 30.29 crore by the Haryana Police Housing Corporation, the academy features modern infrastructure, including an administrative block, auditorium, trainee hostels, conference hall, armoury, parade ground and residential quarters for staff. The campus can train over 250 officials at a time.
Saini said the guiding principles of the academy should be reform, perform and transform. “Those who graduate from this academy must be sensitive, law-abiding, empathetic and committed to the idea of social reintegration,” he said.
Appreciating Jails Minister Dr Arvind Sharma’s proposal to include yoga in jail routines, the CM said, “As we move into Amrit Kal, we must build justice-driven and modern systems. A safe and secure nation begins with trained and aware institutions.”
DG Prisons Mohammad Akil shared that the academy, part of a 200-acre complex that includes a jail, Kendriya Vidyalaya, and jail farm, will train Deputy Superintendents, Assistant Superintendents, warders and female warders.
An exhibition showcasing products made by inmates was also held, with the CM praising their creativity.
