Modi to chair Niti Aayog meet today
The meeting, chaired by Prime Minister Narendra Modi, signals the Centre’s intent to involve states to strengthen its vision of making India a developed nation by 2047.
Chief Ministers of West Bengal and Karnataka — Mamata Banerjee and Siddaramaiah — will not attend the meeting. However, Telangana and Himachal Pradesh, both Congress-ruled states, will be represented by their Chief Ministers, Revanth Reddy and Sukhvinder Sukhu, respectively.
Tamil Nadu Chief Minister MK Stalin arrived in New Delhi on Friday to participate in the meeting, which will be held at Bharat Mandapam.
The previous meeting of the Governing Council was held on July 27 last year, where PM Modi had stressed the importance of interstate cooperation in achieving the collective vision of a developed India by 2047.
Saturday’s meeting is being seen as a major conciliatory gesture by the Centre, underscoring a shift towards cooperative federalism by seeking active state participation in national development goals.
“As India progresses towards becoming a developed country, it is essential that states harness their unique strengths and drive transformative change at the grassroots level, ensuring the aspirations of 140 crore citizens are realised through tangible outcomes,” official sources said.
The “Viksit Rajya for Viksit Bharat” framework calls on states to draft bold, long-term and inclusive vision documents aligned with national priorities but rooted in local realities. These plans should include time-bound targets and focus on leveraging geographic and demographic advantages across key pillars — human development, economic growth, sustainability, technology and governance reforms.
The approach paper also emphasises the adoption of data-driven processes and outcome-based monitoring, supported by project monitoring units, ICT-enabled infrastructure and evaluation mechanisms to ensure accountability and timely course correction.
Additionally, the Governing Council will seek consensus on the themes identified during the 4th National Conference of Chief Secretaries, held from December 13-15, 2024. Chief Secretaries from all states and senior Government of India officials participated in shaping the consultative framework for the ‘Viksit Bharat@2047’ agenda.
