Haryana unveils vision document, eyes $1-trillion economy by 2047

Chief Minister Nayab Singh Saini presented Haryana’s Vision Document-2047, highlighting the state’s active contribution in achieving the national goal of ‘Developed India @2047’ at the 10th meeting of the Governing Council of NITI Aayog in New Delhi on Saturday, under the chairmanship of PM Narendra Modi.

The document outlines Haryana’s target of becoming a $1-trillion economy by 2047 and aims to create 50 lakh jobs.

Saini urged that, once finalised, the Haryana Vision-2047 be integrated into the national-level Developed India Dashboard. Emphasis had been placed on six key areas to contribute towards building a developed India. These priorities had also been incorporated into the state Budget for the current financial year, he said. To prepare Haryana for the future, a new entity called the Department of Future had been established. The department would explore development opportunities through cutting-edge technologies, such as Artificial Intelligence (AI), quantum computing, and robotics.

Acting as a nodal agency, the Department of Future would spearhead long-term strategic initiatives, technological foresight, and integrated policy-making to realise a trillion-dollar economy and promote inclusive development.

The CM said Haryana was establishing the Haryana AI Mission to advance AI initiatives. Recently, the state signed an agreement with the World Bank to support the effort. The Haryana Venture Capital Fund was actively working to promote startups by providing internships, mentorship, and affordable infrastructure for the youth. In addition, the state government had encouraged private investors to create a fund worth Rs 2,000 crore, aimed at positioning Haryana as a major hub for innovation and entrepreneurship through strategic investments in startups.

The CM stated that technical barriers were a significant challenge to the rapid economic development, and the shelf life of skills was decreasing. Therefore, there was an urgent need to modernise the skill ecosystem. To address this, he proposed the development of an integrated skill hub to better equip the workforce for future demands.

Saini said the Haryana Government launched a high-level task force called ‘Mission Haryana-2047’ last year, which had begun working towards achieving a state GDP of $1 trillion and creating 50 lakh jobs.

Sharing updates on the state’s progress, he said under the PM Gati Shakti initiative, Haryana had consistently retained the ‘Achiever’ category among landlocked states in the LEADS survey for three consecutive years—2022, 2023, and 2024.

He highlighted that all projects costing over Rs 100 crore were now required to align with the National Master Plan of PM Gati Shakti. To ease regulatory hurdles, over 1,100 complex compliances had been simplified, creating a favourable environment for investors. He added that the state government would soon establish an ease of doing business cell to further streamline the processes.
