Rekha presents ‘Viksit Delhi’ vision at NITI Aayog meeting

Delhi Chief Minister Rekha Gupta on Saturday presented the ‘Viksit Delhi’ roadmap at the 10th Governing Council meeting of NITI Aayog, outlining her government’s long-term vision to make the national capital a model city by 2047.

She emphasised the priority areas of the Delhi Government, including cleaning the Yamuna, expanding infrastructure, ensuring piped water supply to every household and creating a pollution-free, inclusive and globally admired Capital.

The Chief Minister underscored the need for Central Government’s support, thanking Prime Minister Narendra Modi for his assurance of cooperation.

Stressing Delhi’s unique role as the capital city and a melting pot of cultures from all Indian states, she noted that the government had begun celebrating state-specific cultural days to honour this diversity. Gupta called for enhanced collaboration not only with the Centre but also with neighboring states like Haryana, Punjab and Uttar Pradesh.

One of the core themes of her address was environmental restoration, especially the rejuvenation of the Yamuna. The Delhi Government, she said, was installing 40 new decentralised sewage treatment plants (STPs) to prevent untreated sewage from flowing into the river. Alongside this, rainwater harvesting and water conservation initiatives were being prioritised. To ensure clean and continuous water supply, new water treatment plants (WTPs) were also being constructed as part of the “Har Ghar Nal Se Jal” mission.

Highlighting the Capital’s infrastructure transformation, the CM said the government was working on the principles of scope, scale, speed and skill to enhance roads, Metro networks and public utilities. She also reiterated Delhi’s commitment to becoming a pollution-free city, announcing that the public transport fleet will be entirely electric in the near future. A new project, Delhi Electric Vehicle Interconnector (DEVI), has been launched, with 2,000 new e-buses expected this year. The city aims to become a zero-emissions zone by 2047.

To boost clean energy, the CM said Delhi has topped up the Central Government’s subsidy under the PM Suryaghar Yojana by providing an additional Rs 30,000 to households opting for rooftop solar panels. Rooftop solar systems are being installed on all government buildings, and the Capital aims to generate 750 MW of solar power annually.

Gupta also laid out Delhi’s plans for integrated waste management. The government is fast-tracking the removal of the city’s landfill mountains and developing waste-to-energy plants, plastic waste recycling units and eco parks to move toward a circular economy and zero-waste colonies. These initiatives, she said, were not only about environmental conservation but also about securing a healthy and sustainable future for generations to come.

On healthcare, the CM announced a zero preventable deaths policy to ensure no resident loses their life due to lack of timely treatment. Delhi has extended additional budgetary support to Central schemes like Ayushman Bharat and Jan Aushadhi and is building new hospitals to strengthen healthcare access.

In education, Gupta said the Delhi Government was aligning with the National Education Policy (NEP) to transform schools with smart classrooms, digital libraries, multilingual curricula and a focus on turning students into job creators. A new School Fee Regulation Act is also being introduced to ensure transparency and affordability in private schools. Delhi’s students will now benefit from the Centre’s PM SHRI Schools scheme for improved quality education.

Gupta also announced several economic development measures. These include new industrial and warehousing policies, a single-window system to promote ease of doing business and institutional support through boards for traders and workers.

She also revealed that Delhi will soon host its first-ever investor summit under PM Modi’s leadership to attract global investments. Plans are also underway to develop a new tourism circuit and support start-ups and innovation hubs under the Startup India and Stand-Up India missions.
