Liquor shops in Jharkhand may remain closed for the next five days from today. Under the new liquor policy, JSBCL will operate them until the tender is done. Before this, the process of handover and takeover will be completed.
Liquor shops Closed: The process of operating liquor shops through placement agencies ended after 10 pm on June 30 across Jharkhand. Now, under the new liquor policy, liquor shops will be operated by JSBCL until tenders are issued. All 1453 retail product shops will remain closed until the process of handover and takeover begins. JSBCL Managing Director cum Product Commissioner has sent a letter to the DCs of all districts in this regard.
The Managing Director of JSBCL has issued an order that in the course of handover and takeover, the physical stock, sale and deposit amount of the retail product shops will also be verified. The Managing Director has ordered the DCs of all districts to depute personnel up to magistrates and officers for this work. Videography of this process will also be done. Representatives of the placement agency currently working will also be present. Instructions have been given to make Additional Collector and Additional Deputy Commissioner nodal officers to supervise the process of handover and takeover at the district level. Instructions have been given to complete the process by July 5. After the process of handover-takeover, instructions for operation of the shops will be issued.
The new system may take 45 days: Yogendra Prasad
Excise and Prohibition Minister Yogendra Prasad said that it may take 45 days to implement the system under the new policy in the state. In such a situation, after the completion of the handover-takeover process and between the tendering, the shops will be operated by JSBCL. The minister said that till now, out of the placement agencies on which the government had dues, only agencies working in three to four districts have paid the government in full. The minister said that legal action will be taken to recover the dues from the remaining placement agencies.
Demand for investigation of audit report of liquor shops
Meanwhile, Jharkhand Liquor Traders Association has demanded the state government and JSBCL (Jharkhand State Beverage Corporation Limited) to make public the detailed audit report of liquor shops of the last three years. The association alleges that till date the audit report of about 1453 liquor shops has not been released, due to which there is a possibility of huge irregularities. Union General Secretary Subodh Kumar Jaiswal said that information has been sought from JSBCL about how much liquor was billed at these retail shops, how much was sold and how much of the amount received from the sale was deposited in the bank accounts of JSBCL. What is its closing and opening stock? Placement agencies have taken more money than the bank guarantee.
Jaiswal said that information about how much liquor was stolen and how much money was misappropriated in the operation of shops through placement agencies has not been brought to light yet. The association said that still no departmental action was taken against them by the concerned department. Till now, JSBCL has done billing of liquor from the liquor shops for the last 2 years only. The placement agency has not deposited the entire amount of sales made from the shop in the bank. The human resources working in the shops have not been paid salary for eight months. The union has raised the question that who will pay the salary of these workers now. The union claims that there has been a fraud of 55 crores in Dhanbad, 65 crores in Jamshedpur, 45 crores in Palamu, 35 crores in Hazaribagh, 45 crores in Bokaro, 32 crores in Ranchi, 6 crores in Ramgarh, 8 crores in Khunti, 7 crores in Giridih, 8 crores in Deoghar, 6 crores in Santhal, 9 crores in Chaibasa, 7 crores in Saraikela. The union has demanded that an independent agency of the state government/district magistrate should be appointed to conduct an impartial investigation of the entire matter, so that the truth can come out in front of the public and the culprits can be punished. The association has appealed to the present Product Commissioner to immediately intervene in this issue and ensure transparency.
